The Open Mobility Foundation (OMF) is excited to welcome our newly appointed Technology Council members. As the principal technical review body of OMF, the Technology Council plays a vital role in shaping the technical work of the organization through their expertise and guidance.

About the Technology Council

The Technology Council is a key pillar of OMF’s governance model. Our open-source, community-driven process ensures that no single stakeholder dominates decision-making, maintaining a balance between public and private sector perspectives. The Council provides technical oversight and strategic guidance, supporting the development and implementation of open standards like the Mobility Data Specification (MDS) and the Curb Data Specification (CDS) and maintaining and evolving the Architectural Landscape, a comprehensive vision for OMF’s technical ecosystem.

Meet the 2025 Technology Council Members

Public Sector Representatives

Raquel Corchado, Micromobility Data Program Director, Chicago Department of Transportation
Raquel leads Chicago’s shared micromobility data programs, leveraging data for better accessibility, equity, and sustainability. She brings expertise in data governance, mobility analytics, and digital infrastructure.

Simon Ramos, Senior ITS Traffic Engineer, City of Phoenix
Simon oversees Phoenix’s Traffic Management Center and Intelligent Transportation Systems (ITS) initiatives. With over 20 years of experience, he focuses on emerging technologies, connected vehicles, and traffic operations.

Private Sector Representatives

Gene Rohrwasser, CTO, Passport
Gene leads the Product, Engineering, and Support teams at Passport, driving the development of innovative curbside management solutions. He has extensive experience scaling technology across parking, enforcement, and permitting systems.

Peter Richards, Co-founder and Strategic Advisor, CurbIQ (Returning Member)
Peter Richards is the Co-founder of CurbIQ and serves as a Strategic Advisor, and has over 21 years of experience in transportation engineering, with a focus on curbside management, parking strategies, and parking technologies. Peter is the Former Chair of the Parking Standing Committee for the Institute of Transportation Engineers, and has completed 30+ parking strategies for cities across North America. Peter is the President and Principal Consultant of his new firm, Parkicity, and also serves as the Head of Strategic Partnerships for the parking drone survey and software company, Parkalytics.

Pierre Bouffort, Head of Product, Blue Systems (Returning Member)
Pierre has been instrumental in the development of mobility data platforms that help cities interpret MDS data. As the former Chair of the MDS Working Group, he remains deeply involved in advancing MDS adoption and implementation. As Blue Systems’ Head of Product, he manages technical and functional development, and product maintenance and operations.

Rick Neubauer, CEO, Umojo
Rick brings over 30 years of technology experience to OMF. As the CEO of Umojo, he has developed advanced curb management and analytics platforms, supporting cities with data-driven decision-making tools.

Looking Ahead

The OMF Technology Council’s insights and leadership will drive progress on their key responsibilities, including providing feedback and recommendations on Working Group deliverables, reviewing and revising the Architectural Landscape, a comprehensive vision for OMF’s technical ecosystem, and offering insights on proposed Working Group Charters and supporting effective collaboration.
